DESCRIPTION:
The Housing Opportunity through Modernization Act (HOTMA) has made numerous changes to the Housing Choice Voucher program and Public Housing. This class will view HOTMA through the lens of how it affects different program aspects at the micro and macro levels. We will review the optional and required policy decisions PHAs must make to comply with HOTMA. We will provide scenarios on how HOTMA will be changing the way we calculate, adjust, and determine income and eligibility.
Focusing on the following three sections of HOTMA:

Section 102 – Income Reviews

Section 103 – Over-Income Tenants of Public Housing (In Effect)

Section 104 – Asset Limitations
WHO SHOULD ATTEND:
Strongly recommended that individuals who have a strong background in HCV and Public Housing Programs attend this training.

October 21st – 22nd Virtual Classroom
DESCRIPTION:
The Housing Opportunity through Modernization Act (HOTMA) has made a myriad of changes to the Housing Choice Voucher program and Public Housing. This course focuses on the policy changes and impacts that HOTMA will have on the agency administrative plan/ACOP and will help you identify where your agency must change, update, or create policies to ensure HOTMA compliance. We will also discuss different policy types and review samples. All registrants are provided a participant guide with valuable tools for customizing their own policies and incorporating them into agency documents.

Understanding and discussing mandatory changes and where agency choice is a factor.

The class format will first discuss the regulatory guidance and where policy change is required. After, we will discuss the policy considerations, when and where the PHA has options, and the pros and cons of each, followed by a review of sample policies.

Staff, supervisors, and managers responsible for formulating policy and updating agency ACOP/administrative plans.

November 18th - 20th Virtual Classroom
DESCRIPTION:
This program is designed for the Housing Choice Voucher Program that is now required to implement the new inspection program known as National Standards for the Physical Inspections of Real Estate (NSPIRE). This is not the Public Housing programs course.
HUD has begun a complete review and revamp of the Real Estate Assessment Center (REAC) inspection protocols for HCV and other assisted housing programs. This training will help attendees understand the new standards, the scoring system and the impact of the deficiencies identified during the inspection. Agencies are completely transitioning from UPCS to NSPIRE and need to start preparing for the implementation of NSPIRE.
During this training, participants will learn about the new NSPIRE protocol, including the new 63 standards, types of deficiencies, impact on the scoring, and administration. The training will include photos of actual deficiencies so individuals will understand the new criteria, and the differences between life-threatening, severe, moderate and low. The 3 areas of inspection will be covered – Outside, inside, and unit.
Get your agency ready for implementing the new protocol — We will take you deep into the standards, the impact of each deficiency, and provide methods to focus on and correct life-threatening and severe conditions to improve an agency’s scores.
OBJECTIVES
After completing this training, participants will be able to:
Provide a greater understanding of the new inspection requirements and standards
Provide methods to improve the scores of the Housing Choice Voucher Program
Obtain a better understanding of inspectable areas and the levels of deficiencies
Provide foundational information that can be used by all personnel as a guide to the standards and processes

Our Region has partnered with NAHRO Professional Development on their “Distant Learning” Trainings that will directly benefit members and region!
What is Distance learning?
Multi-day training delivered in a modular and a web-based format. Participants register individually and access the sessions with a direct email. Sessions are typically 3 hours (1:30-4:30pm ET) and spread out. This allows participants to balance learning with other work responsibilities. Attendance is recorded and upon successful completion, CEUs are applied towards certification requirements. Distance learnings are meant to be interactive. Participants will engage with the faculty member by discussions, polls and utilizing a chat feature.
