MARC NAHRO 2010 Annual Conference

1. Call to Order: The meeting was called to order by President Hudman at 4:30 p.m. Paumen moved the agenda.  Murphy seconded the motion.  Motion passed.

2.  Present:  Quorum Present.

3.  Minutes:  Bender moved to approve the Portland Minutes.  Robinson seconded the motion.  Motion passed.

4.  Financial Report and Budget:  Bender moved to accept the proposed Budget, with a second by Drnevich. Motion passed.

     Investment Report:  Bender reported that investments were moving toward earlier highs.  Report accepted.

5.  President’s Report:  Hudman

  • As part of the MARC Welcome and the 2009 NAHRO Conference opening ceremony, Hudman presented a plaque of appreciation to Mike Kelly, MARC treasurer and immediate past Executive  Director of the Washington, DC Housing Authority.
  • Strengthening Chapter Relations:  Paumen moved that MARC-NAHRO seek repayment of its $5,000 advance for the 2005 Delaware Valley Chapter co-sponsored conference in Philadelphia.  Any unreimbursed MARC expenses will be requested as well.  Seconded by Clarke.  Discussion suggested that the recovered funds be used for a rolling chapter renewal program.  Motion passed.
  • Central PA:  Robinson reported: “back to the drawing board” to set up a NAHRO Training Center with the Harrisburg Housing Authority providing space (HACC, Harrisburg Area Community College not feasible at this time). 
  • May 2-5, 2010 Annual Conference Update provided by Heckles.  The existing core planning committee to be expanded.  A Sunday, May 2, Steeple Chase and other pre-post-conference events may be planned.  The co-sponsorship agreement is being refined.

6.  Senior Vice President’s Report:  Purnell

  • Annual Conference, 2011:  Explore Lancaster, PA for hotel and accommodations, working with Drnevich on contract and program details.
  • Annual Conference, 2012:  Tentative NJ NAHRO.
  • RSO agreement with Ethicsworks:  Signed.  No increase in $28,002 base each year for two years (Nov. 1, 2009-Oct.  30, 2011), services provided by Larry and Peggy Cobb.
  • Stimulus Package Awards:  Congratulations to all who received stimulus grants!

7.  Committees and Other Reports:  (Written notes to be provided).

  • Member Services:   Brown reporting:  Secretary French received a majority of e-mail votes in favor of the DE NAHRO Bylaw amendment.  The change allows its annual meeting to be held at the co-sponsored conference with a 60/40% chapter/region division of net proceeds.  As recommended, the NAHRO BOG approved the Bylaw change. (See addendum below.)
  • Without objection, no further oral reports was presented.

8.  RSO Report.  None 

9.  Old Business:  None

10.  New Business:  Vincent moved a resolution of appreciation to outgoing NAHRO President, Renee Rooker, for her strong support of the Region and participation in its annual meetings.  Paumen seconded the motion.  Motion passed with applause.  (Gift to be mailed.)

11.  Passing of the Gavel: Incoming President Purnell presented a plaque to outgoing President Hudman and thanked him for his dedicated service and “collegial leadership at its best.”  Purnell also presented him with a gift certificate (in the mail) and thus continued the practice of gift certificates for outgoing leadership.

12.  Adjournment:  At 5:12 p.m. Vincent moved to adjourn, seconded by Murphy.  Motion passed with appreciation for the reception co-sponsored with Michaels Development Company, IMC Consulting, and Klein Hornig LLP.

Subj: MARC e-mail vote on DE NAHRO Bylaw proposal (RUSH)

To MARC-NAHRO Board Members: DE NAHRO requests approval to amend their Bylaws regarding the date of their annual meeting (see purpose and proposed changes below). Please review their proposal and vote yes to approve, or no not to approve. I vote ________ (type here and reply to Andrew French, Secretary afrench@racfpa.org  (Please type your vote in the subject line as well for easy tabulation.) Send your vote to Andrew French,  MARC-NAHRO Secretary.  He will tally the vote for David Brown, MARC VP Member Services to report to the NAHRO MS committee and to the MARC Board meeting, October 5, 2009.  If MARC votes its approval, and NAHRO MS agrees, the NAHRO BOG will act at its annual meeting as well. DE NAHRO

Proposed By-Law Change

Purpose:  To allow the DE NAHRO Annual Meeting to be held in a month different then September in the years that DE NAHRO is the host/sponsor of a national or regional NAHRO Conference.  In these years the DE NAHRO Annual Meeting could be held on one of the conference days or the day immediately proceeding or the day immediately following the conference.  By-Law with proposed change to By-Law – 

Article VII – Meetings  Section 1.  There shall be an annual meeting of the membership of the Chapter during the month of September except in the years in which the Chapter hosts/sponsors the national or regional NAHRO conference.  In these years in which a national or regional NAHRO conference is held in Delaware, the Chapter Annual meeting could be held on one of the conference days or the day immediately proceeding or the day immediately following the conference.  The , the exact time and place of the annual meeting will be fixed by the Executive Board.  Reasonable notice of the annual meeting shall be given to the membership, but not less than 60 days prior to the meeting date.
