MARC-NAHRO EXECUTIVE BOARD MEETING
Hyatt Regency Hotel, Chicago, IL

1. President Loyd called the meeting to order at 5:15 p,m. Bender moved the Agenda. Paumen seconded the motion. Motion passed.
2. Roll Call: A quorum was present.
3. Ocean City, MD, Board Meeting Minutes, Friday, May 25, 2007 approved on a motion made by Paumen, seconded by Vaughan
4. Treasurer’s Report
- A financial report with check register, deposits, and budget to-date was distributed and received subject to audit.
- Investment Committee Report: Bender distributed latest Investment report.
5. President’s Report: Loyd
- Loyd asked Martin, co-chair of Annual Conference, to give preliminary report on the very successful annual conference. On a motion by Bender and seconded by Hudman, Clif Martin and Wayne Boyle, co-chairs of MAHRA-MARC-NAHRO Annual Conference were recognized for their outstanding work and the success of the conference. The final report is expected as soon as a small number of payments are received for outstanding invoices.
- Bylaw Revisions of MARC- NAHRO met the approval of the NAHRO Member Services Committee with BOG approval expected.
- MAHRA Bylaws have been approved at chapter and regional levels. BOG approval is expected.
6. Senior Vice President’s Report:
- Hudman Hudman announced a tentative list of appointments to NAHRO Committees and Boards
- Annual Conference 2008 will be held May 4-7 at the Seaview Marriott, New Jersey, near Atlantic City. Scholarship golf is planned for Sunday, May 4.
- Urged the state chapters to send information to members about the NAHRO election and urge each of them to vote. The Mountain Plains Region has endorsed Loyd as candidate for Senior Vice President
- NAHRO summer conferences are planned for 2008 and 2009.
- RSO Contract Renewal Committee: Hudman (chair), Paumen, French and Purnell to recommend renewal of a two-year RSO agreement.
7. MARC Executive Director Report: Cobb
- Sponsors Program: Hudman moved, Bender seconded a motion for the Executive Director develop a proposal with sponsorships and services via Vendors, Exhibitors, and Sponsors. Motion passed. Paumen abstained.
- Prepare a logo and branding of MARC-NAHRO materials and services
- Continue to work with NAHRO on new Data System for collection of dues
8. Standing & Other Committee Reports:
- Housing: Kelly reported on legislation before various House and Senate committees. Reform efforts continue during election campaigning.
- Community Revitalization & Development: French reported on green buildings, brown fields, homeless housing, tax credit, and formula-based funding.
- Professional Development: Crewe for Marquez: an overall decline in enrollment but ratings remain quite high. She thanked Martin for his NPDS presentation.
- Commissioners: Written report later.
- Member Services: Agencies are encouraged to begin early fall to apply for Awards of Merit. (Information at

- International: Martin reported for Clifford on the case study approach with the University of Delaware e.g., (asset management). Future meetings: Paris, November 2007, Netherlands, 2008.
- NAHRO 75th Anniversary: Martin, for Clifford: The October, 2009 event will be held in the MARC Region. Some assistance will be requested of MARC.
9. New Business:
- Bender announced that the Pennsylvania Legislature is proposing a $100 monthly subsidy for low-income housing. Such direct payments offer a model for other states.
10. Old Business:
- Professional Training Scholarships: Special thanks to Clifford and contributions at the time of her retirement.
