| 2007 MARC-NAHRO EXECUTIVE BOARD MEETING
1. The meeting was called to order by President Larry Loyd at 4:48 p.m. Agenda accepted on a motion by Hudman, seconded by Paumen.
2. Roll Call: Quorum present
3. Minutes, October, 16, 2006 were approved on a Bender/Gaffney motion
4. Financial Report: Treasurer Report, accepted, subject to audit on a Bender/Hudman motion Budget 2006-07 revisions (in QuickBook format) were approved on a Bender/Hudman motion Investment Committee Report presented by Bender was accepted. The committee will continue to monitor investments but stay the course now.
5. President's Report: Loyd Conference 2005 Philadelphia Report DVC-NAHRO treasurer will be asked for payment Annual Conference & Trainings Ocean City, MD, Tuesday-Friday, May 22-25, 2007.Co-chairs, Wayne Boyle and Clif Martin presented a progress report showing strong early registrations, vendor interest and substantial session interests. RSO Agreement 2006-07 signed MARC- MAHRA-NAHRO 2007 Co-sponsor Agreement signed Guidelines for Vendor participation & listings to follow NAHRO guidelines with posting on MARC Web site Larry Loyd announced that he is a candidate for NAHRO Sr. Vice President. Hudman moved for Board endorsement of Mr. Loyd’s candidacy. Murphy seconded the motion. Motion passed unanimously. Hudman moved and Murphy seconded a motion to budget up to $5000 of financial support according to the NAHRO guidelines. Motion passed.
6. Senior Vice President’s Report: Hudman Annual Conference 2008 Overview approved with Lou Riccio as Conference Chair: Sunday, May 4 to Tuesday, May 7 at Seaview Marriott Resort in Absecon, NJ. Pre-conference trainings and scholarship golf to be scheduled. Bender moved to receive the report. Boyle seconded the motion. Passed unanimously Noted that MARC continues to be interested in a co-sponsored summer conference with NAHRO
7. RSO Report: Cobb Website refinements continue MARC e-News continue to send items Successful resolution of IRS FYE 2003 issue with no payment due Legislative Breakfast Program: Successful co-sponsorship with NERC-NAHRO. 44 MARC members attended
8. Standing & Other Committee Reports: (see www.nahro.org for details) Housing: Mike Kelly. Section 8 simplification, tax credits, and impact of President’s budget Committee Revitalization & Development: French asked Gaffney to report. Green buildings, tax credit reform, McKinney homeless issues, and BOG approvals Professional Development: Marquez asked Clifton Martin to report. Rolling out strong Management Certification programs, quality assurance for trainers, and increased product marketing Commissioners: Murphy. New training handbook, expanded training opportunities, thanks for MARC support Member Services: Blake called on Martin, chair, 2007 Awards Committee, to report on the evaluation of NAHRO awards of merit and excellence with the regional best recognized in Ocean City, MD. Applications have been declining. Continuing concern about mentoring replacements for aging and retiring Member Associates (Agency numbers are stable). Individual excellence to be recognized as part of the 75th anniversary International: Clifford. Handbook being revised, on-going activities with MOUs with Netherlands, Israel( kudos to Kerron Barnes), and others NAHRO 75th Anniversary Report: Clifford. Goal: recognize Housing and CD accomplishments as well as outstanding leaders. Celebration begins in San Antonio, October 2008 and wraps up in Washington, DC, October, 2009 (artists solicited for logo design) Nominating Committee: Bender reported on the work of the Committee with a slate to be mailed to Members according to the Bylaw calendar Bylaws Committee: Bender reported that work continues to draft amendments to allow electronic voting and business
9. Old Business: Hudman asked that information on training scholarships for Members be posted on the Website. Afoun received an apology for not receiving additional information on Advocacy Training in Chicago. The next Training is scheduled for the Annual Conference in Ocean City.
10. New Business: (see reports above) Bender reminded Members to consult the NAHRO website “Tool Kit” for suggestions for “Housing America, 2007” in conjunction with partners (NAHB, NAR, Vendors and Media)
11. Chapter and Association Conferences and Trainings: One-day Training, “A Comparison of Models and Issues in the UK and US,” MARC, NAHRO, and University of Delaware, April 27, 2007 Bender moved, Clifford second a motion to expend up to $175 for NAHRO items in support of this conference. Motion passed
12. Adjournment: Bender moved to adjourn. Second by Gaffney. Motion passed at 6:28 p.m.
