MARC-NAHRO EXECUTIVE BOARD MEETING
New York City Marriott Marquis Cantor/Jolson Rooms
Monday, May 8, 2006 7:00-8:30 a.m.

 

1. Larry Loyd, President called the meeting to order at 7:25 a.m. Agenda was approved after motion by Jane Vincent and seconded by Neil Gaffney.

2. Roll Call: A quorum was present Guests: Don Cameron and Roylynn Roberts

3. Approval of Board Minutes: Bender moved and Clifford seconded a motion to accept the Minutes of the regular Board Meeting, Washington, DC JW Marriott, March12, 2006. Motion passed.

4. Treasurer’s Report: Purnell

  • The Budget for 2005-06, Check Register and Record of Deposits were distributed and found to be in order. The RSO noted that the Checking Account includes fluid accounts from Online Registrations for MARC and MAHRA events. (Pending final settlements, charges, fees, reversals are automatically deposited and debited from the PNC Checking Account.) The RSO is requested to meet with the CPA and follow her advice regarding the proper way to distribute and record such distributions for Online Conference Registrations and Events via the MARC-NAHRO Website.
  • Vincent moved to receive the Treasurer’s Report. Hudman seconded the motion. Motion passed.
  • Investment Committee Report: Bender distributed the PNC investment report.

5. President’s Report: Loyd:

  • Thanked the Nominating Committee for its fine work to be presented at the General Membership Meeting. He reminded MARC Members serving on NAHRO Committees to attend and represent the Region faithfully.
  • The Nominating Committee has finished its work. Under the Bylaws they will serve as the Election Committee and announce the slate at the General Meeting.
  • Announced that he is finalizing the appointment of a Secretary for Board approval. And a Chair of CR&D.
  • Asked Siegel for update on the 2006 MARC Conference in NYC. Siegel reported that there were 70-75 persons registered for the Conference, high spousal registration, but voiced a concern about number of nights at the Marriott and possible penalty. Online registration was frustrating for some and more work needs to be done to make it friendly for registering. With a round of applause, the Board thanked Siegel and the MetNAHRO planning committee.
  • Regarding future MARC Conferences: The 2007 MARC Conference will be held in conjunction with the MAHRA Chapter Conference in Ocean City, MD on May 23-25, 2007. Hotel TBA.
  • After extensive discussion centered on attendance and revenue, a motion was made by Hudman, seconded by Purnell to hold future conferences at Ocean City, MD and Absecon, NJ. Motion passed.

6. Senior VP Report: Hudman· Presented the list of Award winners and thanked the Awards Committee for their dedicated work· On a motion by Purnell and Vincent, the Report was endorsed.

7. Regional Service Office Report: Cobb: Collecting Regional dues (NAHRO collects only on renewals)

  • Members are finding the transition to Online Charge Card actions on the Website to be a blessing and a curse. Over 2/3rds of NYC participants charged some service Online. MARC is learning from MAHRA’s experience in dues collection. Duplication of distribution by paper and Online is expensive until Online takes over (some years away). NAHRO’s new system will help MARC update its contact information—a couple years away.

8. Standing Committee Reports:

  • Housing: Hudman reported for Kelly covering the highlights of Housing experiment on funding formula, Section 8, HCV amendments.
  • Committee Revitalization & Development: Bender for (vacant) reported on lack of quorum at national level committee meetings. Issues: CDBG formula and funding levels.
  • Professional Development: Purnell for Marquez: Progress continues on Senior Management certification. .
  • Commissioners: Murphy emphasized the need for ongoing training including advocacy training.· Member Services: No formal Report
  • International: Clifford reported that the MOU with the University of Delaware led to a successful technical tour of housing and community development sites with study and lectures to the Netherlands. Expect an article on the earlier China trip in the Journal of Housing by Lisa Baker. A group of 13 NAHRO and MARC members are attending the Lunch at the UN. Stephanie Bamford, UK, is planning an Atlanta follow-up of her popular and successful ethics training for commissioners.

11. Schedule of Chapter and Association Conferences and Trainings:

  • NAHRO is offering advocacy training and seeks our sponsorship, perhaps at a Chapter Conference.
  • Paumen has offered a LISC training (Fall, 2006, in Swedesboro, NJ., topic TBA).
  • Pittsburgh Economic and Urban Development (one-day) still in planning stage for fall.

12. Adjournment: Purnell moved to adjourn. Seconded by Murphy. Motion passed at 8:20.
