MARC-NAHRO Executive Board Meeting
Sunday, March 12, 2006, 5:00-6:00 p.m., Russell/Hart Room, JW Marriott

1. President Larry Loyd called the meeting to order at 5:00 p.m. and accepted the Agenda as presented.

The Board thanked Tara Clifford for wonderful homemade cookies in keeping with the Wayland Smith tradition--baked cookies for MARC Meetings.

2. Roll Call: Quorum was present. Guests, Clif Martin, Angel Roman, and Jack Warren.

3. Approval of Board Minutes: Boyle moved and Robinson seconded the motion to accept the minutes of the regular Board Meeting, Chicago Hyatt, October 10, 2005. Motion passed.

4. Treasurer’s Report:

· Financial Reports: 2004-05, Bender made the motion to receive the Treasurer’s Financial Report with revised Budget for year 2004-05 subject to audit. Purnell seconded the motion. Motion passed.

· Financial Report: Bender moved to receive the October 1, 2005-January 30, 2006, Financial Interim Report. Purnell seconded the motion. Motion passed.

· Budget 2005-06: Vaughan moved and Murphy seconded the motion to accept the Budget as presented. Motion passed.

· Audit Report: Cobb reported that preliminary materials have been sent to the Auditor. The rest can be taken now that Minutes of Chicago meeting are approved.

· Investment Committee Report: Bender reported that the investments have increased to around $54,000 since October 2005, approximately two percent a month.

5. President's Report: Loyd

· Loyd announced that LeRoy Robinson asked to be relieved of duty as MARC Secretary. He was recognized for his years of dedicated service. A motion of accommodation was made to Robinson, followed by applause. LeRoy then commented about his pleasure of serving and working on the Board.

· NAHRO Leadership Retreat, January 2006: Loyd presented each member a CD of his report on the Leadership Retreat. The CD outlines the AIP plan for NAHRO.

· The NERC- MARC-NAHRO Legislative Breakfast Program, 2006: There are over 110 Registrations (53 from MARC).

· Annual Meeting, MetNAHRO, NYC, May 6-8 2006: Loyd encouraged members to register for the Conference and Pre-Conference Training on Low Income Housing Tax Credits. Afoun noted that budget constraints make travel a growing challenge for some agencies. Members who know sponsors and vendors should let conference planners know.

· 2006 RSO Agreement: The one year contract expires October 31, 2006. Loyd will select members to evaluate the work of the RSO.

6. Senior Vice President’s Report: Hudman: No report.

7. Regional Service Office Report: Cobb:

· MARC eNews on Web with email signup (and unsubscribe option).

· MARC-NAHRO Brand: Cobb suggested a more visible “branding” of MARC—e.g., a marcnahro.org extension for emails.

· MARC-NAHRO Website Online Registrations and payments:

(1) Conference Registrations going better as individuals become familiar with the process.

(2) Legislative Breakfast Program with half of the payments Online.

(3) MARC will cover some of the small incidental costs of the Web charge program. (4) MAHRA reported success with their registrations using www.marcnahro.org

8. Reports:

a. Standing Committees:

· Housing: Kelly reported on cost study and implications. Also the Violence Against Women, 2005, one-strike and the “one size fits all” approach.

· Community Revitalization and Development: Bender for Bill Coleman: Reinvestment vouchers are available, eminent domain is a continuing concern, need for more NAHRO Conference sessions on CR&D.

· Professional Development: Crewe and Martin reported for Marquez: The NPDS along with competency-based, Web-based distance learning, leadership succession plans.

· Commissioners: Murphy: Issues included commissioners as ambassadors, MARC Committee to be active with three subcommittees—professional development, residents, and legislative, need for more commissioner sessions in Atlanta.

· Member Services: Angel Roman reporting: Five vacancies. NAHRO MS recommended BOG approval of the MetNAHRO Bylaws. Also, 2007 is last NAHRO summer conference. Annual total attendance is trending downward.

· International: Clifford reported Vincent will lead a study tour to The Netherlands. Upcoming conferences: Tri Country in Scotland in September. INTA in October in Belfast. Habitat in Vancouver. CIH in the UK. A UN visit is being planned at the Monday close of the MARC Annual Conference. Those interested in participating, contact Larry Loyd. Loyd and Martin were recognized for their work in hosting a Chinese delegation that visited their Senior Center. Loyd also reported on housing aspects of his participation as a member of the technical NAHRO China Tour.

b. Other Committees:

· Nominating Committee: Bender presented the Slate of Nominees for the five “at-large positions” on the MARC Executive Board for the 2006-09 term. Nominated are Richard Drnevich (PA), Neil Gaffney (MD), Douglas Dzema (NJ), Jane C.W. Vincent (DE), and Ericca Blake (MD). Other persons seeking nominations may do so by petition signed by at least 25 active members of the Region. Submit to MARC Secretary, %Larry Loyd (See full address on Website) by April 8, 2006. If there are other nominations, a Ballot will be sent to the Membership by April 18. If no other nominations, the Election Committee will declare the Slate elected at the 10:30 a.m. Monday, May 8, 2006 Annual Membership Meeting at the Marriott Marquis Hotel Ballroom, Times Square, NYC.

· Bylaws:

MARC Senior Vice President as Representative to BOG: Approval expected at the May 8, 2006 Membership Meeting.

MetNAHRO Bylaws: Bender moved, seconded by Drnevich to approve the MetNAHRO Bylaws. Motion passed.

· Awards of Merit Committee: Martin reported that applications had been distributed to the Committee (Angel Roman, Ericca Blake, and Matt Heckles). Concern was voiced that there were only 38 applications this year, down from 62 last year. Martin requested MARC members to encourage participation.

9. New Business:

· Snyder commended Lou Riccio for his 25 years of excellent service at the Madison Housing Authority, NJ. (Friends are hosting a celebration on April 22, 2006 in nearby Florham.) Drnevich made a motion that a letter of recognition be sent to Riccio with our thanks for his quarter-century of dedication to the industry. Second by Bender. Motion passed.

· A letter also will be sent to congratulate PAHRA on its 50th Anniversary.

· Maier recognized Kelly for a housing article he had written.

10. Old Business: None.

11. Conferences and Trainings:

· NAHRO Advocacy training (in conjunction with a Chapter Conference).

· LISC "Asset Management" training, late October 2006, Swedesboro area, NJ.

· Clifford inquired about the Pittsburgh Urban Redevelopment Conference—fall, 2006.

· Blake: The Resident Advisory Board of the Housing Authority of Baltimore County will host a National Housing Residents’ Summit, June 14-17, 2006, Radisson Plaza Hotel, Baltimore.

12. Adjournment: Gaffney moved, Robinson seconded, a motion to adjourn. Motion passed with adjournment at 6:35 p.m.
