MARC-NAHRO EXECUTIVE BOARD MEETING
The Water Tower Room, Monday, October 10, 2005 4:30-5:30 p.m.

1. Leonard Vaughan, Immediate Past President called meeting to order at 4:35 p.m. In the absence of President Paumen who left early for Louisiana reconstruction efforts, Senior VP Larry Loyd presided.

2. Roll Call: A quorum was present.

3. Approval of Board Minutes: Bender moved and Riccio seconded a motion to accept the Minutes of the regular Board Meeting, San Francisco Marriott, July 15, 2005. Motion passed.

4. Treasurer's Report:
· MARC-NAHRO's financial standing remains strong. Budget 2005-06 to be developed.
· Investment Committee Report: Investment Committee chaired by Ray Bender, with Larry Loyd, Leonard Vaughan, and Richard Drnevich. $50,000 to be invested with PNC Bank.
· Audit: Motion made by Neil Gaffney to have an up-to-date audit. Seconded by Wayne Boyle. Motion passed. Keith McCaw will again asked to provide service.
· 2005 Annual Conference Financial Report: Final report being prepared.

5. Senior Vice President's Report: Loyd:
· Annual Conference NYC May 6-8, 2006: The conference will be held at the Marriott Marquis. It was recommended that some of the complimentary rooms be eliminated.
· MARC-NAHRO Web site Online Conference Registrations and payments
MAHRA, Legislative Breakfast, Met NAHRO, and MARC Dues

6. Regional Service Office Report: Cobb: Collecting Regional dues (NAHRO collects only on renewals)
· Website is working. MAHRA will pilot with credit card registration for their fall conference
· Suggests more sessions for Commissioners at the annual conference.
· Materials (supplies, services, speakers) can be obtained through Transpire
· Legislative Breakfast is scheduled for the Tuesday, March 14 of Legislative Conference. Pam Ray is trying for Senator Hillary Clinton as a breakfast speaker. Cost: $35 for early registration, $40 for late registration
· 280 of the 400 MARC agency members pay dues which amounts to $28,000. Potential exists for more dues revenue. Preview those owing dues and send out requests to 50 or more agencies.

7. Standing Committee Reports: (Final reports 2003-05, and Transition Reports)
· Housing: Kelly reported on vouchers, small agency reform, public housing reforms and local flexibility in decisions.
· Committee Revitalization & Development: Melvin Mister for Bill Coleman: Katrina Update, Reconstruction may come from off-sets from existing allocations. CDBG under Strengthening American Communities. Eminent domain issues. Section 8 reforms.
· Professional Development: Crewe reported on quality instruction. Advertise for trainers through Transpire. Branding of products. Online distance learning. Partnering with NRA (realtors).
· Commissioners: Carty-Daniel reported Marjorie (Peg) Murphy is new MARC chair for commissioners, Daniel as vice-chair, and Martha Banda, secretary. Suggested communication needed to involve more commissioners at meetings. Plans for Commissioners meeting in NYC.
· Member Services: No formal Report (Agency Members with unassigned associates are encouraged to add other individuals, and to add individuals at the $25 per allied associate.)
· International: Clifford for Barnes: Clifford recognized Jane Vincent as the new NAHRO vice-chair, International Committee. Article on the NAHRO Israel trip written by Kerron Barnes. Planning a March trip to the Netherlands through a MOU with the University of Delaware.

8. Other Committees
· Bylaws: Amendment to the Bylaws to have Senior Vice President as Representative for BOG. Advertise in February and place on the General Meeting Agenda in NYC for a vote. Bender moved the proposed Bylaw Amendment with second by Riccio. Motion passed. (See attached.)

9. New Business:
· Discussion about Katrina and the effects on Housing and Redevelopment
· Request breakdown by state and region on NAHRO Election results

10. Old Business:
· 2006 RSO Agreement 2005-07: Executive Session held to discuss the RSO contract

11. Schedule of Chapter and Association Conferences and Trainings:
· MAHRA Fall Conference, November 30-December 2, 2005
· January 11-12, 2006, Pittsburgh, PA, Urban Economics and Redevelopment
· MARC- NERC-NAHRO Legislative Breakfast, Washington, DC March 14, 2006
· MARC-NAHRO Annual Conference, New York City, May 6-8, 2006
· LISC Training for New York for NYSARHO. Mary Paumen and Pat Lucia to work out details.

12. Adjournment: Gaffney moved to adjourn. Seconded by Bender. Motion passed at 6:35 p.m.
